Senior Judge John Addison Howard of the Baltimore City Circuit Court handed down sentences of 10 years in prison for the theft charges, with all but 2 months suspended.
In a press release yesterday, Attorney General Anthony G. Brown announced that Cindy Thompson Boadu and Kwame Boadu from Rockville, Maryland, have been sentenced for their involvement in filing fraudulent Unemployment Insurance claims during the COVID-19 pandemic. Both individuals pleaded guilty earlier this year to charges including Theft by Deception, Conspiracy to Commit Theft by Deception, and Identity Fraud.
Senior Judge John Addison Howard of the Baltimore City Circuit Court handed down sentences of 10 years in prison for the theft charges, with all but 2 months suspended. Additionally, each defendant received 5 years, also suspended, for each count of identity fraud. As part of their sentencing, Judge Howard ordered Cindy Thompson Boadu and Kwame Boadu to serve 5 years of probation and pay restitution totaling $222,035.34 to the Maryland Department of Labor.
These convictions relate to a scheme involving at least 38 fraudulent unemployment claims filed between June and July of 2020. These claims were made in the names of identity fraud victims, exploiting federal funding allocated to states for residents who lost jobs due to pandemic-related State of Emergency measures.
By using personal information from 38 individuals, the defendants caused the Maryland Department of Labor to distribute more than $500,000 in benefits onto bank debit cards. The fraudulent claims were registered with the defendants' own address, allowing them to receive the debit cards and subsequently spend over $200,000 for personal use, funds originally intended to support unemployed Maryland residents.
In February, a third co-defendant, Kelvin Konadu Ntim Boadu, was also sentenced in connection with this case.
