Attorney General Anthony G. Brown announced today that Shanell Angelia West, 46, of Essex, has entered guilty pleas in the Circuit Court for Baltimore County for her involvement in insurance fraud and felony theft during her time with the Maryland Department of Labor.
In the first case, West admitted to orchestrating a theft scheme valued between $1,500 and $25,000 while working as a clerk at the Department. She confessed to altering checks meant for the state, redirecting the funds into her personal accounts. Even after her termination, West continued her illicit activities by depositing forged checks she had acquired during her employment.
In a separate case, West pleaded guilty to insurance fraud after filing a claim for lost wages following a supposed car accident. However, records revealed that she had been let go from her state position in 2022—well before the time frame for which she claimed lost wages.
Sentencing for both cases is set for December 6, 2024, in the Circuit Court for Baltimore County.
In his announcement, Attorney General Brown expressed gratitude to his Criminal Division, particularly the Fraud and Corruption Unit, including Chief Alex Huggins, Assistant Attorneys General William Elman and Timothy Lake, and Investigative Auditor Harry Schulz for their diligent work on the cases. He also thanked State’s Attorney for Baltimore County Scott Shellenberger for his support in the prosecution.
