A federal grand jury in Lafayette, Louisiana, has indicted former Assistant District Attorney Gary Haynes on multiple charges, including conspiracy to commit bribery, bribery, and money laundering. Court documents reveal that Haynes, 66, solicited bribes while managing the Pretrial Intervention program, directing offenders to pay for classes offered by associates.
A federal grand jury in Lafayette, Louisiana, has issued an indictment today against a former Assistant District Attorney for the state, charging him with conspiracy to commit bribery, actual bribery, utilizing his cell phone to facilitate bribery, conspiracy to launder money, and obstruction of justice.
Court documents reveal that Gary Haynes, 66, from Lafayette, collaborated with Dusty Guidry, Leonard Franques, and others to solicit bribes and kickbacks while serving as an Assistant District Attorney in the 15th Judicial District Attorney’s Office. The indictment states that Haynes managed the Pretrial Intervention (PTI) program, which provided an alternative to criminal prosecution for specific offenders. He had the authority to approve participants for the program and subsequently directed them to enroll in classes offered by Franques’ companies.
Defendants were required to pay for these classes to complete the program and have their criminal charges dismissed by Haynes. In return for accepting individuals into the PTI program and steering them towards Franques’ companies, Haynes, along with Guidry and Franques, agreed that he would receive kickbacks for his actions.
Additionally, the indictment outlines that Haynes and his associates explored various methods to disguise the origin of the funds he would obtain from the kickback scheme. This included the plan to reactivate a previously inactive company as a means to obscure the kickback proceeds. Moreover, Haynes instructed a co-conspirator to modify, destroy, and hide documents and records to ensure they would not be accessible in any future legal proceedings.
Haynes faces charges for conspiracy to commit bribery related to federally funded programs, bribery concerning federally funded programs, two counts of utilizing his cell phone to facilitate bribery, conspiracy to commit money laundering, and obstruction of justice.
Haynes is charged with conspiracy to commit bribery concerning programs receiving federal funds, bribery concerning programs receiving federal funds, two counts of using his cell phone in aid of bribery, conspiracy to commit money laundering, and obstruction of justice. If convicted, he faces a maximum penalty of 65 years in prison.
On January 12, Franques admitted guilt to a single charge of conspiracy to engage in bribery related to federal funding programs. Meanwhile, Guidry entered a guilty plea on March 23, 2023, facing two counts of conspiracy to commit bribery linked to federal funds, along with an additional count of bribery concerning those same programs. Both individuals are set to receive their sentences on October 24.
