Black coerced a minor who had not yet reached puberty to engage in sexually explicit conduct on a live-streaming platform, all while recording the activity on his screen.
Mark Black, a former attorney for the Federal Deposit Insurance Corporation (FDIC), has pleaded guilty to participating in a conspiracy to exploit numerous children for sexual purposes. Court documents reveal that from January 2018 to October 2021, Black, who is 50 years old and resides in Arlington, Virginia, was involved in two online groups dedicated to the exploitation of children.
The primary objective of these groups was to identify young girls who had not yet reached puberty and persuade them to engage in sexually explicit activities while livestreaming. Black and his co-conspirators would secretly record these acts and share the videos amongst themselves.
In July 2019, Black coerced a minor who had not yet reached puberty to engage in sexually explicit conduct on a live-streaming platform, all while recording the activity on his screen. During the same month, Black and another individual involved in the conspiracy groomed another prepubescent minor to perform sexually explicit acts on a photo and video-sharing application.
The co-conspirator illicitly hacked into the live-video feed of the young girl and recorded the sexual acts, subsequently sending them to Black. It is worth noting that Black previously held the position of board president at the Arlington Aquatic Club (AAC).
Black has admitted guilt to one charge of conspiracy to produce child pornography and one charge of coercion and enticement. His sentencing is set for April 30, and he could face a minimum of 15 years in prison and a maximum sentence of life imprisonment. The final decision on his sentence will be made by a federal district court judge, who will take into account the U.S. Sentencing Guidelines and other relevant factors.
The announcement was made by Acting Assistant Attorney General Nicole M. Argentieri of the Justice Department’s Criminal Division, U.S. Attorney Jessica D. Aber for the Eastern District of Virginia, Assistant Director Michael D. Nordwall of the FBI’s Criminal Investigative Division, and Assistant Inspector General for Investigations Shimon Richmond of the FDIC Office of Inspector General (FDIC-OIG).
The case was investigated by the FBI and FDIC-OIG.
Trial Attorneys McKenzie Hightower, Kaylynn Foulon, and James E. Burke IV from the Criminal Division’s Child Exploitation and Obscenity Section, along with Assistant U.S. Attorney Lauren Halper for the Eastern District of Virginia, are handling the prosecution of the case.
This case was filed as part of Project Safe Childhood, an initiative launched by the Justice Department in May 2006 to address the widespread issue of child sexual exploitation and abuse. Project Safe Childhood is led by U.S. Attorneys’ Offices and the Child Exploitation and Obscenity Section, and it brings together federal, state, and local resources to enhance the efforts in locating, apprehending, and prosecuting individuals who exploit children through the internet.
