A former city commissioner from Weslaco, Texas, has been sentenced to two years and six months in prison for his involvement in a bribery scheme related to city contracts worth tens of millions of dollars. Gerardo Tafolla, along with fellow former city commissioner John F. Cuellar, accepted bribes from Arturo C. Cuellar Jr., Ricardo Quintanilla, and others in exchange for favorable treatment of engineering companies seeking contracts with the city.
Over the course of several years, one participant in the scheme received approximately $4.1 million from two engineering companies and shared nearly $1.4 million with Arturo Cuellar. Arturo Cuellar then used a company he controlled to disguise approximately $405,000 in bribes to his cousin, John Cuellar. In return, John Cuellar took official actions to benefit the companies, including helping to award contracts worth around $38.5 million for the rehabilitation of Weslaco's water treatment facilities.
Tafolla received cash bribes from Quintanilla for his actions to benefit the companies. Arturo Cuellar and Quintanilla were previously convicted and received prison sentences of 20 years and 16 years and eight months, respectively. John Cuellar had previously pleaded guilty and received a three-year prison sentence. Tafolla pleaded guilty to federal program bribery in April 2019. The case was investigated by the FBI San Antonio Field Office and IRS-CI Houston Field Office and prosecuted by the Justice Department's Criminal Division and the Southern District of Texas
