The allegations stem from an insurance claim that West made for wages she supposedly lost from her state job due to injuries from a car accident.
Attorney General Anthony G. Brown revealed today that Shanell Angelia West, 45, from Essex, Maryland, has been indicted in two distinct cases concerning theft and insurance fraud.
In the initial case, West is accused of participating in a theft scheme linked to her previous job at the Maryland Department of Labor. She faces charges of theft scheme ranging from $1,500 to $25,000, counterfeiting private instruments and documents, issuing counterfeit private instruments and documents, and misconduct in office.
The allegations arise from a plot in which West, a former clerk at the Maryland Department of Labor, is accused of exploiting her role to embezzle funds from state licensees. As part of her responsibilities, West handled business licensing fees and fines for different state licensing boards. Instead of forwarding the checks payable to the state, she either retained them or created duplicates, modifying the details, and subsequently deposited them into her personal bank accounts. Even after her termination from the Department of Labor, West supposedly continued depositing counterfeit checks she acquired during her employment.
West is accused of submitting false insurance claims related to her previous position at the Maryland Department of Labor. The charges against her include insurance fraud, identity theft, and forgery.
The allegations stem from an insurance claim that West made for wages she supposedly lost from her state job due to injuries from a car accident. West stated that she was absent from work for over two weeks in June and July 2023, but she had actually been fired by the Department of Labor in 2022. To support her claim, West reportedly submitted a document to her insurance company with a fake signature from a former coworker.
The defendant's trial is scheduled to take place at Baltimore County Circuit Court.
Note* a criminal indictment is just an allegation of misconduct, and the defendant is considered innocent until proven guilty by the state beyond a reasonable doubt.
