The EPA has teamed up with Sandusky, Ohio, to tackle the issue of lead pipes in drinking water, a move that will safeguard public health. This collaboration is part of the Get the Lead Out Initiative, supported by President Biden's Bipartisan Infrastructure Law, with the goal of replacing all lead service lines nationwide.
Through this program, around 200 communities will receive the necessary support and guidance to address this critical issue. Lead contamination in drinking water can have severe consequences, especially for children's brain development. The Bipartisan Infrastructure Law has set aside $15 billion for lead pipe replacement and ensuring clean water delivery. The Get the Lead Out initiative is committed to assisting underserved communities in accessing these federal resources, ensuring that no community is left behind.
The Region 5 Administrator Debra Shore said, “EPA is using every tool available, including regulation, funding, and this technical assistance initiative, to get the lead out of the nation’s drinking water once and for all.”
City of Sandusky Manager John Orzech expressed gratitude for EPA's support: “We appreciate the EPA's partnership and support through the Get the Lead Out Initiative, enabling us to take significant steps towards a healthier, safer Sandusky.”
EPA is committed to helping Sandusky identify lead pipes and educating residents about them as part of President Biden's goal to achieve 100% lead-free pipes. Additionally, public water utilities are required to prepare an inventory of service line materials by October 16, 2024, and communities can request assistance with lead service line replacement through EPA's WaterTA website.
“Access to clean, safe drinking water is not just a basic necessity; it is a fundamental human right,” said Sen. Dick Durbin. “Congress passed the Bipartisan Infrastructure Law knowing how our communities, especially those in underserved areas, continue to live with the threat of lead contaminated drinking water. By partnering with EPA to identify and replace lead service lines, Kewanee can eliminate this public health threat once and for all.”
“Every American deserves access to clean, safe and reliable water, but all too often this neglect disproportionately affects historically underserved communities and communities of color,” said Sen. Tammy Duckworth. “Making sure all families have access to clean water is important to me, it’s why I pushed to ensure my Drinking Water and Wastewater Infrastructure Act and historic levels of funding for lead service line replacement were included in the Bipartisan Infrastructure Law. I’m proud to see my provisions and the EPA helping communities like Kewanee achieve our goal of removing every lead pipe in America over the next decade, and I’ll keep doing all that I can to make this bold vision our new reality.”
The 2021 Bipartisan Infrastructure Law includes a $50 billion investment in water infrastructure, with over $15 billion earmarked for replacing lead service lines. The EPA declares they remain committed to helping every community access their portion through programs like Get the Lead Out, as part of the Biden-Harris Administration's broader initiative to address lead exposure and protect disadvantaged communities from pollution-related issues.
According to the CDC, exposure to lead has been connected to a variety of brain damage. These include:
1. Issues with thinking (cognition)
2. Challenges with organizing actions, decisions, and behaviors (executive functions)
3. Abnormal social behavior (including aggression)
4. Difficulties in coordinating fine movements, such as picking up small objects (fine motor control) [Cecil et al. 2008].
There is enough evidence that increased exposure to lead in children leads to a diagnosis of attention-related behavioral problems, a higher incidence of problem behaviors, and decreased cognitive performance. This is indicated by:
1. Decreased IQ
2. Lower academic achievement
3. Reductions in specific cognitive measures
