Eight Indicted in $68 Million Medicaid Fraud Scheme in Brooklyn, NY

 The scheme involved two social adult day care centers and a home health care financial intermediary that reportedly paid kickbacks for services that were never provided. According to court documents, Zakia Khan, 53, and Ahsan Ijaz, 27, both from Brooklyn, owned two day care centers—Happy Family Social Adult Day Care Center and Family Social Adult Day Care Center—along with a financial intermediary called Responsible Care Staffing.


A major indictment was unsealed today in Brooklyn, New York, charging eight individuals with their alleged involvement in a scheme to defraud Medicaid out of approximately $68 million. The scheme involved two social adult day care centers and a home health care financial intermediary that reportedly paid kickbacks for services that were never provided.


According to court documents, Zakia Khan, 53, and Ahsan Ijaz, 27, both from Brooklyn, owned two day care centers—Happy Family Social Adult Day Care Center and Family Social Adult Day Care Center—along with a financial intermediary called Responsible Care Staffing. These entities were part of the New York Medicaid Consumer Directed Personal Assistance Services Program (CDPAP), which allows family members to be compensated for assisting Medicaid recipients.


“The crimes outlined in this indictment took advantage of a network that offers essential health care and other services to those in need,” said Interim Commissioner Thomas G. Donlon of the New York City Police Department (NYPD). “Let it be clear: anyone who attempts to profit by defrauding the system will face consequences, as these schemes drain already limited resources and deprive beneficiaries of crucial funds. I commend our NYPD investigators and federal law enforcement partners for their successful and continued collaboration.”


Beginning in late 2017, the defendants allegedly paid kickbacks and bribes to marketers, including Elaine Antao, 45, Omneah Hamdi, 61, and Manal Wasef, 44, to refer Medicaid recipients to their facilities. In return, the marketers reportedly paid kickbacks to recipients for services billed to Medicaid that were either not rendered or induced through these illicit payments.


“As alleged, the defendants saw nothing beyond the dollar signs associated with their crimes, and in turn defrauded the U.S. government of $68 million in welfare funds meant for one of our country’s most vulnerable populations,” said Special Agent in Charge William S. Walker of Homeland Security Investigations (HSI) New York. “Today’s announcement underscores the HSI New York El Dorado Task Force’s unrelenting focus on dismantling and disrupting financial fraud schemes that exploit the American public and hurt our economy.”


The indictment also names Ansir Abassi, 38, and Amran Hashmi, 53, who allegedly managed the day care centers and the marketers. The group is accused of laundering the fraud proceeds through various business entities to finance the kickbacks.


Khan faces multiple charges, including conspiracy to commit health care fraud and money laundering, with potential maximum penalties of up to 20 years in prison for some counts. Other defendants, including Abassi, Antao, Hamdi, and Ijaz, are also charged with serious offenses, carrying similar penalties.


Hashmi and Memon face charges of conspiracy to commit health care fraud and related offenses, with potential maximum sentences of up to 10 years for certain counts.


Wasef is charged with conspiracy to commit health care fraud and faces significant penalties if convicted.
