Dominican Republic National Admits Guilt in Human Smuggling Case Leading to Child’s Death

A citizen of the Dominican Republic entered a guilty plea yesterday for his role in a tragic human smuggling operation in Puerto Rico.


Alcibades De Paz, 34, admitted to one charge of illegally bringing certain individuals into the United States, which resulted in a fatality.


Court records reveal that De Paz was one of the captains of a boat that was unlawfully transporting people, including a three-year-old child, from the Dominican Republic to Puerto Rico. He confessed to steering the vessel during this smuggling attempt. As the co-conspirators tried to evade law enforcement in Puerto Rico, the boat malfunctioned. De Paz acknowledged that he helped restart the engine and accelerated the boat toward the shore. Unfortunately, the vessel capsized upon reaching the shoreline, resulting in the child's tragic death.


“While smuggling migrants by boat to the United States, Alcibades De Paz attempted to evade law enforcement and sped toward the beach — a decision that resulted in the death of a three-year-old child after the vessel capsized,” said Principal Deputy Assistant Attorney General Nicole M. Argentieri, head of the Justice Department’s Criminal Division. “This tragedy demonstrates human smugglers’ callous disregard for human life. The Criminal Division is committed to combating human smugglers who prey upon vulnerable migrants.”


A date for the sentencing hearing will be set in the future. De Paz could receive a maximum sentence of life imprisonment. The final decision on the sentence will be made by a federal district court judge, who will take into account the U.S. Sentencing Guidelines along with other legal considerations.


The investigation into this case was conducted by Homeland Security Investigations (HSI) in Puerto Rico, with support from the Puerto Rico Police Department's Joint Forces of Rapid Action (FURA) and the U.S. Border Patrol, Ramey Sector.
