Following a referral from the Maryland Department of Health, the Office of the Attorney General’s Medicaid Fraud and Vulnerable Victims Unit (MFVVU) launched an investigation into the facility.
Attorney General Anthony G. Brown has revealed that the Circuit Court for Baltimore County has ordered Komfort & Kare LLC, along with its former owner LaShera White, former alternate manager LaSharn Angelita Brown, and associated entities, to pay the State of Maryland $425,940.54 in damages for submitting fraudulent claims to the Medicaid program.

Following a referral from the Maryland Department of Health, the Office of the Attorney General’s Medicaid Fraud and Vulnerable Victims Unit (MFVVU) launched an investigation into the facility.
“Marylanders on Medicaid are some of the most vulnerable residents of our state. Licensing standards make sure facilities meet minimum requirements to protect their dignity and safety,” said Attorney General Brown. “This case shows that our office will step in when companies’ actions threaten marginalized Marylanders’ health and safety, especially during a deadly public health emergency like Covid-19.”
The investigation uncovered that from January 10, 2020, to February 17, 2022, Komfort & Kare housed four Medicaid recipients in locations that had not been inspected, approved, or licensed by the state, jeopardizing the residents' health and safety. During this period, the Medicaid program disbursed nearly $142,000 to Komfort & Kare for these unapproved services.
In January 2024, Maryland filed a lawsuit against Komfort & Kare, White, and Brown, alleging violations of the Maryland False Health Claims Act (FHCA) for improperly billing Medicaid for services rendered at unlicensed locations. The FHCA prohibits such fraudulent billing practices and allows for penalties of up to three times the amount of the fraudulent claims.
The court issued a default judgment against Komfort & Kare, White, and Brown, mandating the payment of $425,940.54, which represents triple the damages incurred by the state.
