A former attorney of the Federal Deposit Insurance Corporation (FDIC) has been handed a 20-year prison sentence for his involvement in a disturbing conspiracy to exploit innocent children. Court documents reveal that between January 2018 and October 2021,
Mark Black, a 50-year-old resident of Arlington, Virginia, actively participated in two online groups dedicated to targeting young girls. His sinister objective was to manipulate these vulnerable children into live streaming themselves engaging in explicit sexual acts. Shockingly, Black and his co-conspirators secretly recorded these horrifying live streams and shamelessly shared the videos amongst themselves.
In a particularly disturbing incident that occurred in July 2019, Black coerced a young minor into performing explicit sexual acts on a live-streaming platform, all while recording the entire ordeal. During the same month, Black and one of his accomplices groomed another innocent minor, encouraging her to engage in explicit sexual activities on a photo and video-sharing application. To make matters worse, the co-conspirator hacked into the young girl's live-video feed, surreptitiously capturing the explicit acts before sending them to Black.
During the period from July 2019 to March 2022, Black and his accomplice were actively involved in two more organizations that focused on exploiting children sexually and exchanging child sexual abuse material (CSAM). In January 2021, Black shared explicit CSAM involving a minor with one of these groups.
According to the Justice Department's press release, upon investigation, it was discovered that Black's electronic devices harbored a staggering number of approximately 172,707 images suspected to be CSAM. Shockingly, among these files, over 1,300 depicted individuals who were identified as victims of Black's reprehensible actions.
In a shocking series of events, Black and his co-conspirator in crime were involved in not just one, but two additional groups dedicated to the heinous exploitation of children and the distribution of child sexual abuse material (CSAM) between July 2019 and March 2022(FOX5).
However, the most disturbing incident took place in July 2019, when Black manipulated a young child into engaging in explicit activities on a live streaming platform, all while secretly recording the horrifying ordeal. This despicable act was just the tip of the iceberg, as during the same month, Black and their accomplice groomed another innocent girl to perform explicit acts on a photo and video-sharing app. To make matters worse, the co-conspirator hacked into the live video feed, recorded the acts, and sent them to Black, perpetuating this cycle of exploitation and abuse.
Prior to his conviction, Black held the position of board president at the Arlington Aquatic Club (AAC), where he played a significant role in nurturing talented Olympians. However, his involvement in illicit activities led to a 20-year prison sentence. Interestingly, Black's professional background also includes serving as special counsel in the general counsel's office of the FDIC, responsible for safeguarding the deposits of American banks, his legal career spanned several years. He pleaded guilty to charges of conspiracy to produce child pornography and coercion and enticement of a minor in January.
The FDIC shared with CNBC it was “deeply shocked and disturbed about the allegations” against Black, who was suspended by the agency when it learned about the investigation of him last year. The FDIC further stated Black’s unlawful doings “had nothing whatsoever to do with the FDIC,” and did not incur using agency computers or other devices. The bureau also went on to say it had allied with both DOJ and FBI in the criminal investigation.
