Collaborative Investigation Results in Largest Cocaine Seizure in Anne Arundel County Police History


The investigation started after identifying several drug traffickers in Anne Arundel County. As detectives continued their inquiry, they witnessed numerous hand-to-hand drug exchanges and intercepted communications via wiretap that confirmed the distribution of significant quantities of controlled substances.

Attorney General Anthony G. Brown announced today that Tony Horne Jr., 43, of Glen Burnie, Maryland, has been found guilty on multiple charges following a lengthy investigation into drug trafficking in Anne Arundel County and Baltimore City. The charges against Horne include illegal possession and sale of a regulated firearm.

 

Horne's guilty verdict was delivered after a four-day jury trial presided over by Judge Yolanda A. Tanner of the Baltimore City Circuit Court. The charges stem from his involvement in unlawfully selling a .40 caliber handgun, possessing such a firearm despite prior violent crime convictions, and conspiring to sell regulated firearms illegally. Evidence presented during the trial included intercepted phone calls and text messages, as well as surveillance footage showing Horne exchanging a firearm for cash.

 

We are determined to disrupt the trafficking of drugs and illegal guns that threaten the safety of our neighborhoods,” said Attorney General Brown. “I made a commitment to the people of Maryland that my office would work with local law enforcement to improve public safety. I want to commend the members of the Anne Arundel County Police Department and the DEA for their tireless effort and commitment to protect our communities.”



The investigation started after identifying several drug traffickers in Anne Arundel County. As detectives continued their inquiry, they witnessed numerous hand-to-hand drug exchanges and intercepted communications via wiretap that confirmed the distribution of significant quantities of controlled substances. Throughout their efforts, detectives executed search warrants at the homes of defendants Drameek Wallace, Kirk Nowlin, Raymond Eggleston, Charles Thomas, Maurice Dorsey, Donna Carpenter, and Darryl Henson, leading to the seizure of various controlled substances including cocaine, heroin, fentanyl, and firearms.


“Addiction is a ‘feeling’ disease. Our work is about helping families and removing criminals from our community who are intent on resorting to violence and profiting from the pain of our loved ones who turn to drugs. This significant seizure of illegal narcotics and firearms has saved countless lives in Anne Arundel County,” said Anne Arundel County Police Chief Amal E. Awad. “I am extremely proud of our investigators and the collaboration from our federal, state, and local partners as they navigated every nuance of this complex case. I thank the DEA, Maryland Criminal Intelligence Network (MCIN), the Office of the State’s Attorney, and the Office of the Attorney General for their partnership and collaboration.”

 

Subsequently, detectives turned their attention to the source supplying these drug dealers. The investigation uncovered that defendants Maurice Dorsey and Darryl Henson had been receiving cocaine from defendant Clayton Mooring, identifying Mooring as a major cocaine distributor in Anne Arundel County.

 

Once Mooring was identified as a supplier to numerous drug traffickers, the investigation shifted to focus on his activities, aiming to determine how he acquired such large quantities of controlled substances.

 


Detectives discovered that Mooring was overseeing the transportation of substantial quantities of cocaine from Houston, Texas, by concealing the drugs in vehicles shipped on car carriers across state lines. On April 7, 2023, the Anne Arundel County Police intercepted a vehicle carrying approximately 17 kilograms of cocaine destined for Mooring's business in Glen Burnie. The cocaine had been sewn into the seat cushions of the vehicle. A subsequent search at the business led to the seizure of an additional 1.8 kilograms of cocaine. The total street value of the cocaine, if uncut, is estimated at just under $2,000,000.

 

In total, law enforcement seized over 18 kilograms of cocaine, 400 grams of heroin, 360 grams of fentanyl, and 67 pounds of cannabis from all the defendants. Detectives also recovered substances identified as fentanyl analogs, methamphetamine, and designer drugs resembling MDMA. Additionally, 21 firearms were seized during the investigation, including two stolen handguns and a "ghost gun."

 

The defendants faced the following charges:

 

  • Clayton Mooring, 42, of Glen Burnie, is indicted on 16 counts, including drug kingpin charges, conspiracy to import cocaine into the state, possession of a large quantity of cocaine, and conspiracy to engage in financial transactions involving drug proceeds. Mooring is alleged to have orchestrated the importation of at least 17 kilograms of cocaine into Maryland, intercepted on April 7, 2023.

 

  • Tacoma Sanders, 43, of Baltimore, faces a 10-count indictment, including conspiracy to distribute cocaine, possession of a large quantity of cocaine, and possession of a handgun in connection with drug trafficking.

 

  • Maurice Dorsey, 42, of Glen Burnie, is indicted on 22 counts, including conspiracy to distribute controlled substances, possession of a stolen firearm, and possession of large quantities of cocaine, heroin, and fentanyl seized during a September 28, 2022 search of his residence.

 

  • Donna Carpenter, 33, of Glen Burnie, is indicted on 19 counts, including conspiracy to distribute controlled substances and possession of large quantities of cocaine, heroin, and fentanyl seized during a September 28, 2022 search of her residence.

 

  • Kirk Nowlin, 32, of Glen Burnie, faces a 7-count indictment that includes charges such as conspiracy to distribute cocaine, possession with intent to distribute a counterfeit controlled substance, and two counts of illegal possession of a handgun.

 

  • Raymond Eggleston, 63, of Severn, was charged in a 6-count indictment that includes conspiracy to distribute cocaine, possession with intent to distribute cocaine, and possession of a significant amount of fentanyl seized during a search of his residence on October 26, 2022.

 

  • Darryl Henson, 45, of Severn, is indicted on 5 counts, including conspiracy to distribute cocaine and two counts of cocaine distribution.

 

  • Tony Horne Jr., 42, of Severn, (at the time of his arrest) faced charges related to the illegal sale of a firearm in Baltimore City, Maryland, on October 28, 2022.

 

  • Drameek Wallace, 23, of Severn, is indicted on 7 counts, including conspiracy to distribute 3,4-Methylenedioxymethamphetamine (MDMA), possession with intent to distribute MDMA, and illegal possession of a stolen firearm recovered during a search of his residence on August 9, 2022.

 

  • Charles Thomas, 35, of Baltimore, is indicted on 9 counts, including possession with intent to distribute 3,4-Methylenedioxymethamphetamine (MDMA), 3,4-methylenedioxy-α-cyclohexylaminopropiophenone, and N,N dimethylpentylone, as well as illegal possession of a handgun recovered during a search of his residence on November 18, 2022.


 

I made a commitment to the people of Maryland that my Organized Crime Unit would work with local law enforcement to improve public safety. Those critical partnerships are yielding results, like in this case,” said Attorney General Brown. “By holding those who bring illegal firearms into our communities accountable, we are taking decisive steps toward creating safer neighborhoods for everyone.”

 

Scheduled for sentencing on August 13, 2024, Horne is currently held without bail. The investigation, led by the Attorney General’s Organized Crime Unit in collaboration with local law enforcement and federal agencies, resulted in multiple arrests and the seizure of significant quantities of drugs and firearms across Maryland.

 

Attorney General Brown underscored the impact of these partnerships on public safety, emphasizing the commitment to holding individuals accountable for bringing illegal firearms into communities. With Horne's conviction, nine out of ten defendants in the investigation have now been convicted, with one remaining defendant set to stand trial later in 2024.
